Health care
Modernization of medical equipment and treatment, with an emphasis on primary and preventive care; training of medical staff; and implementation of community health education programs.

Social development
Creation of social groups, such as women’s associations, parent/teacher committees and youth clubs; creation and support of community activities; implementation of recreational and cultural programs for youth; and provision of classes in foreign languages, computer literacy, journalism and business management.

Civic education and good governance
Support of active citizen participation at the grassroots level; and improvement in technical and managerial capacities of municipalities.
