The Model Cluster project is modeled after our Model Village pilot project, the first integrated rural development program implemented in Armenia and recognized by international aid agencies as an exemplary template of sustainable development. The success of our pilot program, implemented in Karakert, the central village in the cluster, has prompted us to expand our efforts to improve the lives of many more children in five of Armenia’s 900 villages, using a similar template in a cluster of villages in close proximity to the Model Village. The villages that will form the Model Cluster Integrated Rural Development Program are Argina, Dalarik, Karakert, Lernagog, Myasnikyan and Shenik.
These Model Cluster villages face similar opportunities and challenges. In addition, these villages have the potential to complement one another in filling gaps and balancing weaknesses. Clustering works by creating networks of organizations and associations with common objectives, such as women’s association, farmers’ association and youth clubs. Inter-enterprise cooperation allows cross-learning and specialization in core competencies. The Model Cluster aims to address the needs of the individual villages as well as support the cluster’s overall long-term growth.
Our integrated approach creates structures and systems for improved public services, fosters sustained economic growth and increases productivity. All programs are geared toward reducing poverty and improving the quality of life in the cluster villages, with a particular emphasis on children’s needs. The key components of COAF’s Model Cluster project are:
Infrastructure
Renovation of public institutions (e.g., educational institutions, community centers, health care facilities); reconstruction of water networks; and establishment of sustainable waste management systems.
Economy
Development of entrepreneurial initiatives; generation of sustainable economic activity; creation of jobs; and vocational courses on business and management.
Community development
Health care, social development, civic education and good governance
